1Public participation, petitions, and deputations (Standing Orders 2(vi) and 17)
 The Council will hear any person who wishes to address it in accordance with the standing orders. The Chairman will select the order of the matters to be heard. Each person will be limited to a period of five minutes for public participation and deputations and three minutes for petitions. This section of the meeting must not exceed 30 minutes and discussion must not refer to a current planning application.

The Council will also receive questions from the public and provide answers thereto, subject to the Chairman being satisfied that the questions are relevant to the business of the meeting.

Requests to speak must be submitted in writing to the Head of Legal and Democratic Services, or the officer mentioned at the top of this agenda letter, by noon on the working day before the meeting and the request must detail the subject matter of the address.

3Petitions to be presented by Members (Standing Order No. 16)
 These have to be received by the Head of Legal and Democratic Services by 12.00 noon on the day of the meeting.
4Declaration of disclosable pecuniary interest (Standing Order 37)
 A Member must declare any disclosable pecuniary interest where it relates to any matter being considered at the meeting. A declaration of a disclosable pecuniary interest should indicate the interest and the agenda item to which it relates. A Member is not permitted to participate in this agenda item by law and should immediately leave the meeting before the start of any debate.

If the Member leaves the Chamber in respect of a declaration, he or she should ensure that the Chairman is aware of this before he or she leaves to enable their exit from the meeting to be recorded in the minutes in accordance with Standing Order 37.

Finalised Healthy Weston proposals concerning the future of Weston General Hospital are due to be published by the Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group (BNSSG CCG) on 24 September, prior to decision by the CCG’s Governing Body on 1 October. Following publication, HOSP will be drafting its statutory response to these proposals for agreement at its next Panel meeting on 30 September.

All Councillors are encouraged to feed any comments on the proposals into the Panel’s response by Thursday 26 September. The BNSSG CCG report will be available on publication at its website here: https://bnssgccg.nhs.uk/

26Appointments on Outside Bodies and Other Roles: Older People’s Champion
 In line with the agreement to formalise appointments to outside bodies and other roles within the Council, Council is asked to consider appointing an Older People’s Champion for the 2019/20 municipal year.

This is a new position proposed by the Executive Member for Adult Social Care and Health. The role of the Older People’s Champion will be as follows:
(i) To assist the relevant Executive Members by advising on service issues which support and encourage active, independent and healthy lives for older people and to raise the profile of older people and their needs in the development of policy across all areas of the Council.
(ii) To encourage older people to play a fuller role in shaping the policies of the Council and in designing its services.
(iii) To work to promote positive images of older people as citizens, and to combat stereotyping and age discrimination.
(iv) To forge and maintain links locally with the Older People's Champions Group and other organisations working with and for older people.
The Executive Member for Adult Social Care and Health has proposed Councillor Ian Parker for the role of Older People’s Champion. This is not a paid position but as with other Council appointments travel expenses to the main meeting place will be paid by the Council. If an appointment is agreed, this role will in future be included within the annual Council report on appointments to outside bodies and other roles.
27Urgent business permitted by the Local Government Act 1972 (if any)
 For a matter to be considered as an urgent item, the following question must be addressed: 'What harm to the public interest would flow from leaving it until the next meeting?' If harm can be demonstrated, then it is open to the Chairman to rule that it be considered as urgent. Otherwise the matter cannot be considered urgent within the statutory provisions.
